Results of the CEOM Plenary Meeting in Lisbon - November 2019

12 medical Orders attended the meeting: Albania, Belgium, Cyprus, France, Greece, Italy, Luxembourg, Portugal, the Netherlands, United Kingdom, Spain and Switzerland.

7 guest organisations also attended the meeting: The Standing Committee of European Doctors (CPME), the World Medical Association (WMA), the European Federation of Salaried Doctors (FEMS), the European Association of Senior Hospital Physicians (AEMH), the European Union of Medical Specialists (UEMS), the European Union of General Practitioners (UEMO) and the European Junior Doctors (EJD).

CEOM was very honoured to welcome as guests: Dr. Wolfgang PHILIPP, Head of Unit Crisis Management and Preparedness in Health from DG SANTE (European Commission), and Mr. Paul LAFFIN, EU Public Affairs Manager of the British Medical Association (BMA).

CEOM and members’ updates:

Dr. João DE DEUS, Head of International Affairs at the Portuguese Ordem dos Médicos, presented the national health priorities and future challenges in Portugal
Dr. Ana LEÇA, President of the Technical Commission of Vaccination at the Portuguese Ministry of Health, presented he national vaccination challenges in her country
Dr. SANTOS, CEOM President, presented CEOM commitments to improve vaccination coverage in Europe and the actions undertaken by CEOM participants on national level
Dr. Wolfgang PHILIPP, Head of Unit Crisis Management and Preparedness in Health from DG SANTE (European Commission), presented the topic of vaccination in the focus of the general public and of European public health
Dr. Nicolino D'AUTILIA and Dr. Francesco ALBERTI from the Italian delegation (FNOMCeO) presented the topic of Freedom of Movement for European Physicians via the use of IMI while insuring the respect of ethical and deontological rules by physicians in the interest of patients
Dr. Guido MARINONI, from the Italian delegation (FNOMCeO), presented the topic of local management of chronicity in Italy, by taking the example of doctors' engagement in Lombardy
Dr. Roland KERZMANN, CEOM 1st Vice-President and Rapporteur of the Working Group of CEOM European Observatory on Violence, moderated the round-table on the Observatory and presented updates of its work
Dr. João REDONDO, from the Portuguese Ordem dos Médicos, made a presentation on violence against doctors with a special focus on professional burnout as a socio-psychological type of violence
Dr. José-Ramón HUERTA, from the Spanish delegation (CGCOM), made a proposal for the 12th of March to be the European Day to Fight Violence against Doctors and Health Professionals. CEOM participants unanimously adopted this day
Mrs. Nicola WHILE from the GMC and Mr. Paul LAFFIN from the BMA (UK), presented joint updates on Brexit
Dr. Jean-François RAULT, CEOM Secretary-General, presented the new study of the European Observatory on Medical Demography on the determinants for new installed doctors in France
Dr. Otmar KLOIBER, Secretary-General of the World Medical Association (WMA), presented the new revision of the WMA International Code of Medical Ethics

On November 30th, took place the bi-annual Meeting of EMOs Presidents, hosted by CEOM. The next Meeting will be hosted by CPME and will take place in Zagreb (Croatia) on 4th of April 2020.

Prof. Dr. BURAZERI from the Albanian delegation presented the health vulnerabilities within the Albanian population
Dr. KULI-LITO presented the vaccination system in Albania with a focus on its success and shortcomings
Dr. SANTOS, CEOM President, presented the collaboration between CEOM and the EU Commission, as well as a proposal for a CEOM Declaration on Vaccination
Dr. SPATA from the Italian delegation presented the role of service pharmacies in the assistance path of chronic patients
Dr. RAULT, CEOM Secretary General, presented the outcomes of the EU survey on Access to primary care during weekends and nights

During the Plenary meeting in Tirana, the challenges of vaccination in Europe were the main topic of discussion. CEOM members adopted unanimously a Declaration on Vaccination that to encourage governments and competent authorities to improve vaccination coverage on the European continent, to raise awareness among health professionals and to work more closely with the European Commission on this issue.

CEOM DECLARATION ON VACCINATION

Tirana, 7th of June 2019

CEOM notes the clear increase in vaccine-preventable diseases on the European continent; this situation calls for urgent collective action.

CEOM reminds that vaccination remains one of the most important investments in health care. Therefore, there is a need to build public confidence in this prevention tool of certain communicable diseases to help people make the right choices for themselves and for their families.

CEOM calls on physicians, health professionals, health authorities and all stakeholders to work collectively to improve health sector delivery in the fight against vaccine-preventable diseases.

CEOM believes that it is essential that physicians and health professionals become more aware of the importance and challenges of vaccination and get the tools they need to better inform and convince their patients. CEOM calls on all physicians and health professionals to vaccinate themselves with the aim of preventing the dissemination of infectious diseases to their patients and of publicly showing their confidence in vaccination.

CEOM calls on European governments and educational authorities to further develop immunization courses in the basic curriculum of medical students. Vaccination should be considered as an important educational course within medicine faculties, throughout the learning process as well as in continuous professional development.

CEOM supports the European Commission's Coalition for Vaccination launched in 2019 and is committed to strengthening the exchange of good practices in vaccination between its participating organizations and in collaboration with other European Medical Associations.

CEOM Statement on Violence against Doctors and Health Professionals

The right to health is a fundamental pillar of human rights. It remains applicable in all circumstances and doctors have an ethical duty to ensure their assistance for the injured and sick.

On the basis of a survey of the situations existing in all European countries, the organizations participating in the CEOM are led to establish that doctors and medical teams are increasingly confronted with situations of violence, sometimes extreme, in their daily practice, outside any context of conflict.

This worrying fact, in any form, is contrary to international human rights and medical ethics norms; it may hinder or prevent the provision of care and underlines the need to protect it as effectively as possible.

CEOM calls on governments and all concerned parties to be aware of the urgent need to protect medical and paramedical personnel in the performance of their work and to take all necessary measures to ensure access to quality care for all patients by protecting the freedom and safety of medical personnel and healthcare facilities.

Dr. CONTE, from the FNOMCEO delegation, made a presentation of a website of doctors against fake news “Dottore… ma è vero che?”
Dr. ARBOMONT, from the CNOM delegation, presented the mutual aid system among doctors within the French Medical Council
Dr. VASIADIS, from the Greek delegation, presented the Medical liability and defensive medicine
Dr. HUERTA from the Spanish delegation, presented the European Charter for Medical Regulation
As part of the launch of the European Observatory on Violence against Doctors, Dr. DE DEUS (AEMH President) presented the Portuguese Medical Association actions, Dr. KERZMANN, CEOM 1st Vice-President, presented general updates of the Observatory.

A 1st roundtable was organized on EU Survey on access to Primary Care during weekends or nights, animated by Dr. RAULT from the CNOM delegation

A 2nd roundtable was organized on the Doctor-Patient relationship, animated by Dr. BORCEAN, CEOM Vice-President and Dr. HUERTA from the CGCOM delegation

A proposal was presented to recognize the doctor-patient relationship as an intangible cultural heritage of humanity by Dr. HUERTA from the CGCOM delegation
