    On November 30th, took place the bi-annual Meeting of EMOs Presidents, hosted by CEOM. The next Meeting will be hosted by CPME and will take place in Zagreb (Croatia) on 4th of April 2020.

    During the Plenary meeting in Tirana, the challenges of vaccination in Europe were the main topic of discussion. CEOM members adopted unanimously a Declaration on Vaccination that to encourage governments and competent authorities to improve vaccination coverage on the European continent, to raise awareness among health professionals and to work more closely with the European Commission on this issue.

    CEOM DECLARATION ON VACCINATION

    Tirana, 7th of June 2019

    CEOM notes the clear increase in vaccine-preventable diseases on the European continent; this situation calls for urgent collective action.

    CEOM reminds that vaccination remains one of the most important investments in health care. Therefore, there is a need to build public confidence in this prevention tool of certain communicable diseases to help people make the right choices for themselves and for their families.

    CEOM calls on physicians, health professionals, health authorities and all stakeholders to work collectively to improve health sector delivery in the fight against vaccine-preventable diseases.

    CEOM believes that it is essential that physicians and health professionals become more aware of the importance and challenges of vaccination and get the tools they need to better inform and convince their patients. CEOM calls on all physicians and health professionals to vaccinate themselves with the aim of preventing the dissemination of infectious diseases to their patients and of publicly showing their confidence in vaccination.

    CEOM calls on European governments and educational authorities to further develop immunization courses in the basic curriculum of medical students. Vaccination should be considered as an important educational course within medicine faculties, throughout the learning process as well as in continuous professional development.

    CEOM supports the European Commission's Coalition for Vaccination launched in 2019 and is committed to strengthening the exchange of good practices in vaccination between its participating organizations and in collaboration with other European Medical Associations.

    CEOM Statement on Violence against Doctors and Health Professionals

    Adopted in Madrid, 30th of November 2018

    The right to health is a fundamental pillar of human rights. It remains applicable in all circumstances and doctors have an ethical duty to ensure their assistance for the injured and sick.

    On the basis of a survey of the situations existing in all European countries, the organizations participating in the CEOM are led to establish that doctors and medical teams are increasingly confronted with situations of violence, sometimes extreme, in their daily practice, outside any context of conflict.

    This worrying fact, in any form, is contrary to international human rights and medical ethics norms; it may hinder or prevent the provision of care and underlines the need to protect it as effectively as possible.

    CEOM calls on governments and all concerned parties to be aware of the urgent need to protect medical and paramedical personnel in the performance of their work and to take all necessary measures to ensure access to quality care for all patients by protecting the freedom and safety of medical personnel and healthcare facilities.

    Results of the CEOM Plenary meeting of June 2016:

    13 medical Orders attended the meeting: Austria, Belgium, Cyprus, France, Germany, Greece, Italy, Luxemburg, Portugal, Romania, Spain, Switzerland and the United Kingdom. Three guest organizations also attended the meeting: The Standing Committee of European Doctors (CPME), the Royal Dutch Medical Association (KNMG) and the University of Beira Interior in Portugal.

    CEOM and participants updates: Dr. D’AUTILIA (FNOMCeO, Italy) presented a report on the law on appropriateness passed in Italy. Dr. DEAU (French Medical Council) and Ms. COLEGRAVE-JUGE (CEOM) presented the new CEOM communication tools, including a new website.
    Royal Dutch Medical Association activities: Immediate Past-President of the Royal Dutch Medical Association Pr. VAN DER GAAG presented the history and the current activities of the Dutch Order in connection with the CEOM Ordinal Study.
    CEOM Ordinal Study: Dr. KERZMANN (Belgian Medical Council) and M. SOHIER (CEOM) presented the results of the CEOM Ordinal Study made with CEOM participants between July 2015 and February 2016.
    Follow-up of the Medical Associations’ Presidents meeting: Dr. GAUTHEY (FMH Swiss Medical Association, Switzerland) presented the minutes of the Medical Associations’ Presidents meeting held in Vienna on March 3rd, 2016.

    CEOM participants created a working group on enhancement of the medical profession’s representation in Europe, whom rapporteur will be Dr. GAUTHEY.

    Medical Research in the “Real World”: Pr. SANTIAGO, from the University of Beira in Portugal presented a state of play of general and family medicine research in Portugal.
    European Observatory of Medical Demography: Dr. KERZMANN (Belgian Medical Council) presented the migratory flows of doctors practicing in Belgium in 2014. Dr. ROMESTAING (French Medical Council) presented a state of play of doctors practicing in France with European degrees. Dr. BUMBULUT (Romanian Medical Council) presented a study on migratory flows of Romanian doctors between 2007 and 2014.
    Working group on social determinants of health and refugees: Dr. PASSAKIOTOU (Panhellenic Medical Association) presented her report on the refugee crisis in Greece and in Europe.

    Results of the CEOM Plenary Meeting of November 2015 :

    10 medical Orders attended the meeting: Belgium, Cyprus, France, Greece, Italy, Luxembourg, Portugal, Romania, Spain, and Switzerland. Four guest organizations also attended the meeting: The Standing Committee of European Doctors (CPME), the European Federation of Salaried Doctors (FEMS), the Institute of Global Health of the University of Geneva, and the Italian Institute for Health, Migration and Poverty (INMP).

    • Working Group on Deontological Guidelines : Dr. HECQUARD (Conseil national de l’Ordre des médecins, France), presented two draft deontological guidelines, on medical research and therapeutic tests and on conflict of interest. Dr. ALBERTI (Federazione Nazionale degli Ordini dei Medici Chirurghi e degli Odontoiatri) also presented two draft deontological guidelines, on the appropriate prescribing of medications and on professional updating and CME-CPD. The participants adopted the deontological guidelines on medical research and therapeutic tests, on conflict of interest, on the appropriate prescribing of medications and on professional updating and CME-CPD.
    • Health and Transatlantic Trade and Investment Partnership (TTIP): Dr. HUERTA (Consejo General de Colegios de Médicos) and Ms. COLEGRAVE-JUGE (CEOM) presented the Statement of the CEOM on the impact of the Transatlantic Trade and Investment Partnership (TTIP) on health and the medical profession. The participants adopted the Statement of the CEOM on the impact of the Transatlantic Trade and Investment Partnership (TTIP) on health and the medical profession.
    • European Observatory of Medical Demography: Dr. KERZMANN (Belgian Medical Council) presented the migratory flows of doctors practicing in Belgium. Dr. ROMESTAING (French Medical Council) presented the migratory flows of doctors practicing in France.
    • Follow-up of the EMOs Presidents Meeting: Dr. GAUTHEY (Swiss Medical Association) presented the minutes of the EMOs Presidents meeting in Berlin on September 20, 2015. Dr. GAUTHEY also presented the EMOs conference on continuing professional development that will take place in Luxembourg on December 18, 2015.
    • Working Group on Social Determinants of Health and Refugees: Ms. CASTALDO (INMP) presented the work of the Italian Institute for Health, Migration and Poverty on refugees’ health in Italy.
    • COP21 and Health: Professor FLAHAULT presented the work of the Global Health Institute of the University of Geneva on the impacts of climate change on human health.

    Results of the CEOM Plenary Meeting of June 2015:

    13 medical Orders attended the meeting: Austria, Belgium, Cyprus, France, Greece, Italy, Luxembourg, Portugal, Romania, Slovenia, Spain, Switzerland, and the United Kingdom. Four guest organisations also attended the meeting: The Standing Committee of European Doctors (CPME), the European Union of Medical Specialists (UEMS), the INPHET Network, and the Finnish Medical Association.

    • Ethical use of social media by doctors: Dr. HUERTA (Consejo General de Colegios de Médicos, Spain) presented the recent changes in medical practice due to social networks. Dr. HUERTA insisted on the necessary respect of patient's confidentiality and on doctor's corporate image.
    • Models of international regulation: M. DICKSON (General Medical Council, UK) showed that models of regulation are byproducts of States' geography, culture, and politics. He also presented the recent work of the International Association of Medical Regulatory Authorities (IAMRA).
    • CEOM Statement on the use of mobile health in the European Union: Dr. LUCAS (Conseil National de l'Ordre des Médecins, France) presented the text of the CEOM Statement on the use of mobile health in the European Union. The CEOM Statement on the use of mobile health in the European Union was adopted by the CEOM participants.
    • National reports on the social determinants of health: Dr. BRETTENTHALER (Aerztekammer, Austria) made an introduction to the Greek panel by presenting the social determinants of health in Vienna, Austria. Dr. VASIADIS and Dr. PASSAKIOTOU (Panhellenic Medical Association, Greece) presented their work on the impact of refugees and irregular crossings on the Greek health system. A specific CEOM Working Group on Refugees has been created.
    • Follow-up of the European Medical Organisations (EMOs) Meeting: Dr. GAUTHEY (FMH Swiss Medical Association, Switzerland) presented the minutes of the EMOs Presidents meeting in Vienna on May 10, 2015. Dr. GAUTHEY suggested to endorse the Joint Vienna Statement (AEMH, EJD, FEMS). CEOM participants endorsed the Vienna Statement.
    • Working Group on deontological guidelines: Dr. HECQUARD (Conseil National de l'Ordre des Médecins, France) presented to deontological guidelines projects, on information and advertising, and on the  refusal of medical treatment. The CEOM participants adopted the deontological guidelines on information and advertising and on the refusal of medical treatment. Dr. ALBERTI's (FNOMCeO, Italy) deontological guideline project on the conflict of interest, also presented to the CEOM participants in Luxembourg, will be re-examined before its expected adoption during CEOM's next plenary meeting.
    • European Observatory of Medical Demography: Dr. HALILA (Finnish Medical Association, Finland) presented the SNAPS Working Group's study on medical demography in the Nordic countries. Dr. GAUTHEY presented the work of the Swiss Medical Association and of the Federal Office of Public Health on medical demography in Switzerland.
    • ENMCA: Mrs. WHILE (General Medical Council, UK) presented the last updates on the European Network of Medical Competent Authorities.

    Results of the CEOM Plenary meeting of December 2014: 

    14 medical Orders attended the meeting: Austria, Belgium, Cyprus, France, Germany, Greece, Italy, Luxembourg, Portugal, Romania, Slovenia, Spain, Switzerland and United-Kingdom. 

    • Roundtable on the professional medical liability : Doctors D'AUTILIA, VORHAUER, KERZMANN and HUERTA presented the legislative framework applicable in their respective country (Italy, France, Belgium and Spain). 
    • Mobile Health : Dr. LUCAS proposed framing elements in view of the drafting of a CEOM Declaration on mobile health which will be submitted for adoption during the next CEOM Plenary meeting.
    • Deontological recommendations : Dr. ALBERTI presented two draft deontological recommendations. The first ones were related to the appropriateness of prescriptions and treatments. This draft will be reexamined in view of an adoption during the next CEOM Plenary meeting. The second ones were about Health and Environment. These deontological recommendations were adopted. 
    • Social Determinants of Health : Dr. BRETTENTHALER presented the main aspects of this issue, the state of play of the discussions at international level as well as what is at stake. This facilitates the discussion with the CEOM Members on their perception of the physicians' role as well as the orders' role in that matter. 
    • Follow up of the EMOs meeting : Dr. GAUTHEY presented a synthetic report of the EMOs meeting which was held in Paris on the 12th of October 2014. 
    • European Observatory of Medical Demography:
      • The study of the European Observatory of Medical Demography based on the second questionnaire is now finalised and available on the CEOM website.
      •  Dr. ROMESTAING made a synthetic report both of the Work Package 4 meeting (3 December) , in which the CEOM is an associated member, and the Conference of the Joint Action on Health Workforce (4-5 December)
      • Dr. ROMESTAING presented the Study of the French Medical Council on migration flows of EU and extra-EU Physicians in France
    • ENMCA : Mr. JÄKEL presented the results of the ENMCA meeting organised in Malta on the 24th of November 2014.
    • The medical Orders and the CPD : Dr BOVENGA presented the role of COGeAPS in Italy in the CPD Governance.

    • CEOM Board elections: organisation of the CEOM Board elections for the mandate 2014-2017. Election of Dr. D'AUTILIA as President, election of Dr. KERZMANN as 1st Vice-President and election of Drs. BRETTENTHALER, GAUTHEY and BORCEAN as Vice-Presidents.
    • Deontological recommendations: presentation by Dr. HECQUARD of a revised version of deontological recommendations on professional secrecy and on relations with colleagues following an in-depth work on both texts. Adoption by the participating organisations of the proposed amendments to the recommendation on relations with colleagues. Presentation by Dr. ALBERTI of a draft recommendation on illegal practice of the profession.
    • Telemedicine: presentation by Dr. LUCAS, Vice-President of the French Medical Council (CNOM), of a draft CEOM declaration on telemedicine. Adoption of the declaration by the participating organisations.
    • Follow-up of the EMOS Presidents' meeting: presentation by Dr. GAUTHEY of the report of the EMOs Presidents' meeting held in Brussels on April 6th, 2014.
    • European medical demography: presentation by Dr. ROMESTAING of the latest updates of the Joint Action on health workforce planning and forecasting and of the first results of the updated version of the questionnaire of the European Observatory of Medical Demography.
    • European Professional Card: presentation by Mr. JÄKEL of the latest activities of the European Network of Medical Competent Authorities (ENMCA) in the framework of the European Commission consultation on the European Professional Card.
    • CEOM website: presentation by the CEOM Secretariat of the new section of the CEOM website dedicated to conditions of practice in the States of the participating organisations and relaying job offers submitted to it.

    Conference on clinical risk and professional liability

    At the invitation of the Italian Medical Council (FNOMCeO), Dr. Roland KERZMANN, President of the CEOM, Drs. Gheorghe BORCEAN and José Ramon HUERTA, Vice-Presidents of the CEOM, and Dr. Xavier DEAU, Secretary General of the CEOM, made a presentation on the management of clinical risk and the issue of professional liability at the occasion of a conference organised on this topic in Modena on 12 April 2014. They respectively presented the situation in Belgium, Romania, Spain and France.

    Forum on Junior Doctors working conditions

    Dr. Valentin SOJAR, representative of the Medical Chamber of Slovenia, attended on behalf of the CEOM a Forum on Junior Doctors working conditions organised in Ljubljana on 15 March 2014 on the initiative of Slovenian and European Junior Doctors.

    CEOM letter on organ harvesting in China

    After being alerted by the Taiwan Association for International Care of Organ Transplants (TAICOT) on the issue of forced organ harvesting from prisonners of conscience in China, Dr. Roland KERZMANN, President of the CEOM, sent an official letter on 11 March 2014 to Dr. David CHIAN-FENG HUANG, representative of the organisation, to express them the full solidarity and support of the CEOM and to denounce this unethical practice.

Presentation of a detailled legal analysis of this new document by Prof. Dominique SPRUMONT, Deputy Director of the Institute of Healh Law of the University of Neuchâtel (Switzerland).
    • European medical demography: presentation by the GMC of its 2013 state of medical education and practice in the UK. Presentation of the new version of the questionnaire of the European Observatory of Medical Demography, taking French data as an example. Intervention of Mr. Gaëtan LAFORTUNE and Mrs Clémence MERCAY on the OECD data collection on international migrations of doctors.
    • Complementary and alternative medicines: intervention of Dr. Ton NICOLAI and Dr. Hélène RENOUX, representatives of the European organisation CAMDOC Alliance, on the situation of complementary and alternative medicines in the European Union.
    • Telemedicine in cross-border healthcare: presentation by Dr. Jacques LUCAS, Vice-president of the French Medical Council, of a legal analysis on telemedicine, jointly carried out with the National association of telemedicine (ANTEL).
    • European Professional Card: presentation of the latest updates on the European professional card, especially on the steps and main conditions of its implementation.

    • Health system in Romania : interventions of Pr. Dr. Vasile ASTARASTOAE, President of the Romanian College of Physicians, and of Dr. Gheorghe BORCEAN on the health system in Romania.
    • Recognition of professional qualifications and clinical trials: intervention of the Member of the European Parliament Mr. Cristian BUSOI on the revision of the Directive 2005/36/EC and on the regulation on clinical trials.
    • Situation of healthcare in Cyprus: on a proposal from the Cypriot Delegation, the CEOM participating organisations unanimously adopted a Declaration on the situation of healthcare in Cyprus.
    • Deontological recommendations: presentation of the last deontological recommendations on relations with colleagues and alternative and non conventional medicines. Adoption of a first package of deontological recommendations (informed consent, professional secrecy, doping in sport and relations with colleagues).
    • European medical demography: presentation of the situation in Belgium and in France. Presentation of the last updates of the Joint Action on health workforce planning and forecasting and report of the results of the first workshop of work package 4 on data for improved health workforce planning held in Budapest on June 13th & 14th, 2013.
    • Exchange of disciplinary information: presentation and adoption of a CEOM Resolution on the exchange of disciplinary information between regulatory authorities.
    • Election of a new CEOM Vice-President: Dr. Fernando GOMES, CEOM representative from the Portuguese Medical Association, has been elected as CEOM Vice-President.
    • Revision of the CEOM Agreement: presentation of possible evolutions of the CEOM Agreement adopted in Kos in June 2011.
    • Letter of support to the Slovak Medical Chamber: the CEOM wrote a letter to the attention of the President of the Republic of Slovakia concerning the situation of doctors in Slovakia.

    Results of the CEOM plenary meeting of November 2012 :

    14 Orders out of 16 participated to the meeting : Austria, Belgium, Cyprus, France, Germany, Greece, Ireland, Italy, Luxembourg, Romania, Slovenia, Spain, Switzerland and the United-Kingdom.

    • Data protection : intervention of the European Data Protection Supervisor (EDPS) on data concerning health in the context of the revision of the Directive 95/46/EC.
    • Standardization of medical practice : vote of the CEOM support to UEMS resolution.
    • Revision of the Directive on the recognition of professional qualifications (2005/36/EC) : presentation of the amendments of the European Parliament.
    • European deontological guidelines : presentation of the latest recommendations on professional secrecy and doping.
    • Complementary and alternative medicine : updates on the CAM questionnaire results. The objective of the working group is to adopt a CEOM declaration on this topic.
    • Organ donation and transplantation : intervention of the President of the French speaking society of transplant on ethical and deontological aspects.
    • European medical demography : focus on the situation in France and in the UK.

    EMOs statements on Standardisation and Tobacco

    The European Medical Organisations (EMOs), including the CEOM, adopted in November 2012 two Joint Statements, respectively on standards of medical practice and on a new Tobacco Products Directive.

    Adoption of a CEOM Declaration - Proposal of the Greek delegation

    • During the CEOM plenary meeting held in Brussels on November 30, 2012, the participating organisations adopted a Declaration on the situation of healthcare in Greece. 

    Article on information to patients

    • Dr. Roland KERZMANN wrote an article on patient safety and information to patients published in November issue of the magazine "The European Files" dedicated to the safety of medicines in Europe.

    Joint Statement of the EMOs on the review of the Directive 2005/36/EC

    • The European Medical Organisations (EMOs), including the CEOM, adopted in August 2012 a Joint Statement on the proposal for amending the Professional Qualifications Directive 2005/36/EC on the recognition of professional qualifications.

    • Complementary and alternative medicine: the objective of the CEOM working group is to do a report on the existing regulation and to find a consensus on this sensitive subject.
    • European medical demography: Presentation of the 2011-2012 study of the European Observatory of medical Demography, containing data collected from the main European orders.
    • European deontological guidelines: Publication of an inventory of reflections focusing on the following topics : informed consent, continuing medical education, complementary and alternative medicine, professional secrecy, doping, relations with colleagues and conflict of interest
    • Exchange of disciplinary information between regulatory bodies: The CEOM presented a questionnaire on this subject.

    Interview with Dr. Roland KERZMANN, CEOM President, by the European daily newspaper Europolitics regarding the modernization of the Professional Qualifications Directive (Directive 2005/36/EC).

    Following the adoption of the European Parliament’s report on the implementation of the directive 2005/36/CE the 15th November 2011, President R.Kerzmann has been interviewed by the Europolitics newspaper to present the CEOM position on the possible creation of a European professional card: “The European Council of Medical Orders (ECMO) supports such a system but insists that it should be coupled with the IMI (Internal Market Information) system to improve communication between authorities. “Facilitating procedures while guaranteeing mobility and patient safety will only be possible with a connected electronic certificate” rather than just a card, according to ECMO President Dr Roland Kerzmann”.     The 22th March 2011, Médecins du Monde, the HUMA Network, and members of the European Parliament submitted the European Declaration of health professionals towards non-discriminatory acess to health care to the Hungarian Presidency of the European Union. They requested from the European institutions and the member States to take action in order that the medical practice continue to be in line with their deontology.
